tries were sdffering from international

for a body such as the BriUsh associa­
tion dealing with the organization of
science, and said:

because our lack of completely effi­
cient universities and our neglect, of
research.
"We in Great Britain have 11 uni­
versities competing with 134 state and
privately endowed in the United
Slates and 22 stale endowed in Ger­

government aHows to all Uie universi­
ties and university colleges in Eng­
land. Ireland. Scotland and Wales put
together. These are tie condiUons
which regulate the productioD of brain
