chosen by those who were voters by tbe State Constitut i o n , a n d t o p r e s c r i b e t b e q u a l i f i c a t i o n s of e l e c t o r s a n d
t b e e l i g i b i l i t y of p e r s o n s t o h o l d office in t b e S t a t e .

well b e a l a r m e d . T b e result of t h e late e l e c t i o n in V i r g i n i a s h o w s w h a t t h e c o n s e q u e n c e s wonid b e . B u t P r e s i d e n t J o h n s o n i s d o i n g w h a t P r e s i d e n t L i n c o l n did :

Gen. Gordon Granger has gone to Houston with a
force to occupy that city, tearing Gnlvestoo garrisoned
by colored troops.
Gen. Weitrel's landing at Galveston was considerably
delayed by the southeast winds. At last accounts the
major portion of his fleet was still at anchor off the bar,
waiting for the storm to abate.
The TribuneVconespondent draws a gloomy picture
' of the physical and political aspcct of Galveston. Texans
are said to cling still to the idea of State independence,
and wish their State divided into four, and acknowledged as an independent power. Perhaps this idea does
not prevail very extensively. Texas has certainly traitors and treason enough for four States.
Gen. Granger has issued an order giving the people
of the State to understand that slavory has ceased to exist in Texas as elsewhere in the United Slates and establishing an equality of rights • for all loyal persons. At
the same time he advises the negroef to remain upon
their plantations and labor.
A naval court martial has found Commodore Parker
guilty of a neglect of doty in not preventing the raid of
rebel gunboats in the Jamea river last foil. Secretary
Welles disapproves the findings, and orders his release.
Gen. Banks has come ont for negro suffrage, in a
speech at New Orleans.
The ship William Nelson, Capt Smith, from Antwerp for New York, was burned off the banks of New
Foundland on the 1st Some 400 lives are supposed to
have been lost by this terrible catastrophe. Only aboui
31 ofthe passengers were picked up and saved. These
were taken to 8 t Johns.
A dispatch to the Gazette, from Lexington, Ky., annouces that the notorious guerrilla, Pete Everett, has
been arrested and lodged in jail in that place, on a charge

has been released from the Old Capitol prison to return
home subject to the President's order.
Petitions are pouring into the War Department from

of the American Union.
I t excludes from the ballot box and from offices, traitors, rebels, rebel sympathisers, guerrilla marauders, bush-whackers, and their aiders end abbetora.
